I just noticed that on the 1936 scenario, the Soviet Union starts of with 15% dissent, thus reducing its IC to 179, but when I'm not them, I click to see their Total IC and its at 222 which would only make sense if it had no decent, also when I used spies for successful "smear campaigns" the targets IC didn't reduce, why is this??
 
cannot help you on the second one

but a suggestion to the first one could be that changing countries during a scenario can be classed as a form of cheating (if during war you switch to the attacking nation to weaken them to save yourself or deliberatly make a country weaker so you can invade them more easily) so maybe the game gives you 15% dissent for being cowardly perhaps


Hope that answers your first question, maybe to prove it try doing the same to other AI controlled counties during a campaign to see if other nations gain dissent for switching to them mid-way into a campaign. :confused:
