Dissidents in German Memel V1.5

It seems like the old error has returned to the game not a huge problem but its small error that should be worked out. When Germany get Memel as a national terretory its full og dissidents around 11% Just wanted to mention it. I was playing the 36 Campgin

Known bug from all earlier versions. Province needs to be a core province of the receiving nation before it is seceded to them. Revoltrisk does not get removed if it's added as a core afterwards.

I know its an old bug but it was removed from the V1.4, in earlier patches it was problem on all the German eastern claims.

It's easily fixed by moving the addcore command to the initial claim event, the same with Danzig events (should be on first place in case the directly triggered POL event secedes Danzig to GER).
