Divided Monarchists Fail: No Stamp out Monarchism

Description​

The Stamp Out monarchism journal entry starts on law_enactment_started. If France gets a republic through failing the divided monarchists journal entry, the JE automatically enacts the Presidential Republic law, so the journal entry never triggers.

This has a side effect of maintaining the divided monarchists movements well into the late game, even though they should disband.

Steps to reproduce​

1. Fail the divided monarchist journal entry by getting a radical revolution tick to 75% (Or just use the console to transition from Monarchy to a republic)
2. Observe that no JE is triggered.
3. Play until 1936, observe that Legitimist movement still has around 8% support.
