Divisions under construction in starting OOB possible?

Is it possible to mod a starting OOB to have divisions under construction when you start a new game?

Ships and planes can be done but what about land units?

You can have brigades under construction when you start the game. If for example a divsion should have 3 infantry brigadess and an artillery in it then you can order seperately 3 infantry brigades (infantry_brigade) and one artillery brigade (artillery_brigade) the same like ships.

The base game already has several ships well under construction at the starting date for several different countries, so adding land divisions to the que with different completion times should be possible.
