DLC can't be activated in the laucher

I have just bought almost all the DLC and installed ck2 on my pc but after having to wait 20+ min( this seems to be a common thing for other steam games for me like: EU4, Smite and even the paradox launcher takes more then 30 min to open) for the launcher to open after laucnhing it from steam i can't activate any of the dlc and when i launch the game none of it is available, any idea why this might be?

Add ck2game.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.

Then run a Steam Verify operation against the game.

It works now, after doing another reinstal (3d time) steam is still launched as administrator and i have no idea what is different from last time.
