I have been dealing with this issue for several days now. I do not know when this problem actually occurred but I am certain it was sometime after the new launcher update (since i had not played about two weeks after its launch).

10/23/19 I played a multiplayer match with a friend who hosted and there were no problems at all.
10/24/19 We attempted to continue the same multiplayer match and I was met with multiple error issues.

First issue was that the game simply didn't launch after hitting play from the new launcher.

Second issue was once I got the game to play by using administrator mode, steam say I was playing a different game than my friend.

once I resolved that (at least i think i have), the MAJOR issue that has popped up is that my DLC is missing from the game.

Both Steam and the Launcher tell me that I have 15/15 DLC and that they are all enabled. However, when I launch the game, I have access to none of it.

I have also confirmed that the DLC is indeed in their DLC folders.

I have done many things over the last three days to solve this problem and have met no success.

1. Verify game
2. Run administrator mode
3. add game to firewall
4. un-check and re-check DLC via steam to re install.
5 uninstall and re install game -> Verify game
6 uninstall and delete stellaris documents folder and then re install -> verify game
7. clear steam download cache
8. make a paradox account and link steam to it

I have uninstalled and reinstalled the game about 3 times now with no success.

PLEASE HELP! I am at the end of my rope and I don't know what to do next! there are no threads with my specific issue and all others that i have attempted to follow have not resulted in resolving my problem!
 
Please do a full **clean** re-install:

- move any valued save games elsewhere, and user_empire_designs.txt from /Documents/Paradox Interactive/Stellaris/ if you have made any custom empires or races.
- "uninstall" in Steam-Stellaris
- manually delete both the Steam/SteamApps/common/Stellaris AND Documents/Paradox/Stellaris folders
- re-install game in Steam, run a Steam Verify when done.
- add stellaris.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.
- start the game with no mods active and test

In particular you need to make sure there are no files or folders left under either the Steam Stellaris or Documents Stellaris locations, before installing again.
 
Hello AndrewT. Thank you for responding to my plea for help! One of the threads that I had found during my attempt to self-resolve this issue had that exact solution posted. I am not allowed to post URLs without having at least 5 posts. so I have included a file with an image to the post I followed.
I followed those exact instructions without my problem being resolved.

What antivirus do you use? Are you sure you executed that step in my instructions successfully?
 
I am fairly positive i covered all of the bases. Minus the ransomware one (image attached). Due to the fact that I have the control access turned off. I would think that is a non-issue.

Sorry, can't see any of those images.

I suggest you enable CFA, add stellaris.exe to the Apps Allowed Through. Then go to Steam/steamapps/common/stelaris and delete the whole DLC folder, AND go to Documents/paradox/stellaris and delete the dlc_signatures file.

Then run a Steam Verify operation against the game, then try the game.
 
Go to Steam/steamapps/common/stellaris/dlc/ . Are all the DLCs physically present there? There should be a folder with two or three files in it for each one.
 
I was attempting to turn off different DLC and run the game to see if any difference was made and got an error. Maybe its related?

That image shows your launcher has an update due. Is there something stopping it from updating?
 
you know, I actually noticed that earlier. I simply closed the client and re-opened it and the yellow update dot did not come back.

If you'd hovered the cursor over that yellow dot it would have said to do exactly that.

Anyway back to the DLC problem (which BTW I still have no other reports of!). It is unchanged I assume?

I suppose you may as well opt into 2.5.1 - "stellaris_test" in the Steam betas tab.


If still no good I frankly do not understand what is happening here! If you revert to sat 2.3.3 is it okay?
 
Indeed, it is still unchanged. However, I will attempt to try the 2.5.1 Stellaris_test and see if it works. If not I will try to revert to 2.3.3 and give that a try as well. Thanks for getting back to me! I am glad no one else is having this issue because its very frustrating. But that also means no other data to pull from in resolving the issue.
 
After having used the 2.3.3 "beta" to revert to a previous version. The game is back to how it was where i have access to the DLC as i had before. but only with version 2.3.3.
 
Do you have access to any other computer to do a test install on? This is to determine if it's local to that one computer, or maybe some weird account issue or something.
