I always assumed the AI just prioritizes military over all else on hardest but I'm not sure if they actually cheat.

Yes, they cheat. How bad they cheat depends on several things. On the campaigns, you are looking at incredible starting resources:

Starting with numerous cities, plus several T4 units, is kinda nuts. That said, the computer is terrible, so it is balanced anyway.
As for ongoing production bonuses, it is all over the place. On Invasions 1 & 2 and Star Kings 1 & 2, you are looking at a multiplier of probably 10X. I think the standard production bonus, on just a normal map, is only 1.5 or 2X.
