I was wondering if I am the only one that does this. Sometimes I have a favorite nation to play (e.g. Austrian Empire), and sometimes I tend to play them with an alternative bent on history. Anyways, my two favorite (fictional) leaders I use are below and clearly they are (ahistorical) Admirals for typically non-maritime nations that have the potential to become semi-maritime powers:

Rear Admiral Benvenutti is the Austrian Empire's most famous fleet commander during the early Napoleonic Period. A native of the Italian-speaking Imperial City of Trieste, he is triggered by a minor event when Austria finally owns and controls the Dalmatian province of Istria.
