There seems to be no way for me to build province improvements unless I directly control the province. (Everything comes up in Red if I click to build.) I'm assuming this is because the AI needs to do it, yet they don't seem to be.

Will the AI ever build anything? I've been doing improvements in my own territories for a while now and it's annoying to not have my vassals building any improvements.
 
Yes, just give it a while and they'll start to build. I'm the French king in 1117 at the moment and about one in three of my vassals' provinces have got building going on. In fact, given the way that bankrupt counts manage to construct improvements, I suspect that they don't even have to pay full whack for them!

They will build them, just in a questionable order. Problem is they also pay army maintenance and though they never go below zero, the willingness of the AI to be at war with somebody half a continent away for years it takes a while for them to save any money. Once the kingdoms get a little more settled down (ie after a couple generations) and wars are less frantic you will see them start building.

If you want them to build something, send them a gift. Unless they have gold already, which happens sometimes. I don't know what they are saving for, but usually if i give them 500g they will build a small castle if that's what's available to them etc.
 
As with most games the AI takes a very cautious approach setting taxes real low so not actually making any money...i like it when i have really high bb and there loyalty drops i send them a lot of gifts and they build all over and why shouldnt i theyre part of kingdom

As others have said, yes they will build them ... but since Castles are high on their priorities list of buildings, they would rather try to save 500 gold for one, instead of building three lesser income increasing buildings. That is why it seems at first nothing happens, as they are saving together for a castle.
 
I try to be nice and plant a forest before giving away provinces to my idiot children ;) Those castles are hard to build. Try playing as a one-province count for a while, getting 0.50 income per month and you'll see what I mean.
 
If you're rolling in gold (or willing to sink deep in debt)... you could also Send Gifts.

Works well in tandem with bumping up loyalty after a succession. They get bribed, you have a better chance of seeing those parasitic traitors improve their holdings.
