does the Russian Civil war ever happen?

In the couple games i recently played with the latest version, the Russian Civil war never happend, only the defeat for Russia events. I looked in the Russian event files for something to create the Soviet State, trying to find out what the triggers for it were, but I didn't see them. I know that TGW is pretty much finished but any anwser to what triggers the Russian Civil war would be great. Thanks.

The russian civil war usually triggers in 1918 after the revolution should Russia accept the treaty of Brest-litovsk, otherwise, it wont happen.

What you are seeing is Germany defeating russia before the revolution, triggering the treaty of Tilsit, rather than Brest-litovsk. Stupid I know, but since work on this mod is "finished", it isn´t going to be fixed.
