The mission "Fortify the Coast", which I assume to not be unique to Qing, but for all nations with the celestial empire reform, is not resolvable without the Ming mission "Repeal or Improve the Hajin Policy". See attachment.

Maybe "Is not Ming" should be included here as one of the conditions?
