It will only cause alot of problems, like games crashing, viruses and the it don't improve the game at all.
If it was a real bug-fix, we should be able to find it on the official homepage. And not as a download from some free file-sending program

No not the patch. I asked somebody for help about research (it was not going anywhere), and somebody told me to go to a forum-thread and check. so I did, and somebody there had posted a link for a download (not a patch) that would fix the research bug. But it only created alot of problems
 
It's called a "mod" - presumably, since I'm not familiar with the thread you're referring to. Which is a long Paradox tradition, forum members improving the game for free.

Placed in the mod folder, they can add new challenges or features, depending on what they are designed to do; sometimes, they are quite poor at achieving their aims, and make the game an unplayable wreck (Sorry people who tried version .005 ^_^0 ...).

That said, it's always done at your own risk, which is why you should never use a mod outside of the mod folder, so that your original files are safe; at the very least, you should back them up first.

The reason they are hosted at filefront is because Paradox doesn't host the files themselves; it would be a huge investment of bandwidth and space, given the extent of some mods.

The game-crashing is likely because it was done poorly (my apologies to the maker of the mod if this accusation is unwarranted); a few mistyped characters can really confuse the program. The virus accusations are likely because your anti-virus is paranoid (it's Norton, isn't it? Or Window's warning you about strange downloaded things?)

In any case, try fixing research yourself; go to the Commons folder, open Defines, and change the citizens_to_rp value to 2.2.

I don't do the whole ping-pong fix, so find that yourself. Remember to backup your Defines file first.

I don't know. I think I will wait for a official patch (I guess they have to release one soon). I don't use Norton, I use AVG
 
The editing of the defines.txt file doesn't actually change any hardcoding in the game. It simply alters one of the variables in the equation as a hacked work-around for now until 1.2 comes out with a fixed equation. Apparently they divided by 4 instead of 3 or something, and changing the defines.txt to a 2.2-2.6 (I've seen the whole range used, they all hit about the same spot) alters the equation so that the end result is approximately where it is supposed to be (decimals notwithstanding).

I've used the SPQR mod to fix the research issue, as it also does a few other things a like. But as others points out, you can fix it pretty easily on your own. The reason Paradox hasn't come along yet with a fix for that is simply that they're working on a much bigger, broader patch, as is almost always the case with them.
