You need to activate Prisoner Transfers in order to see Dorms and other rooms (except for cells) quality ratings. You will find this in the Menu>Extras>Map Settings.
The DLC is free, but you need to manually install it for some reason.
If you're on PC you can just go to the store page, find Cleared For Transfer and click download.

Didn’t know the dlc was free. It is working fine now. Additionally this also seems to heave fixed the prisoner uniforms delivery bug.
