Playing as a Dothraki Khal i discovered that i couldn't pillage holdings that were owned by me. This limits my expanding outside the dothraki sea. I've tried solving it by messing with the settlement_decisions text file, but i can't get it to work :/. Can someone help me with this?

That's kind of weird, since that was pretty much one of the main defining features of the Dothraki conquests during the Century of Blood. If they made those kind of conquests again they'd likely repeat that, I imagine.
 
You can only pillage the non-capital holdings and you need to hold those titles, or something like that, my experience with nomad governments are limited.

Edit:
I think you need to hold one of those baronies, only then the game allows you to pillage it.

That's a vanilla feature from concleave, if I'm not mistaken.
You can destroy holdings that you own, as long as they are not the county's capital. you can pillage by assiging an army as a raiding party and siege a holding with it, this way the holding will be pillaged and looted, and if you are at war you'll get as much warscore as a regular siege would get you :)
