I would consider that a bug. Please make sure, ministers, TT, generals, admirals and air chiefs don't work for 2 nations at the same time (let alone warring nations)

well - since it happens (too) often: let's change it!
a bug is a bug even if it's years old!
maybe a check is possible to block the use of a minister/general/... if he is already in use elsewhere?

Such a check/block would also make sense to block generals/admirals/... to be used as commanding officers and TT at the same time!
(I hate that from the beginning - either a man is commanding a unit OR he is developing new technologies/tactics)

no, that doesn't solve the problem. you need a check in the program itself that blocks the use of any already used minister/TT/general/...
