As things stand right now, the Dragon's Breath skill appears entirely ineffective against undead armies.

Firstly, on the principle of it, I feel a balancing adjustment is needed to make the spell even worth casting vs. undead.

Secondly, if I am to borrow from just about any mythos, aren't undead supposed to be especially vulnerable to fire?
 
Well, it’s true that spells affect undead armies less because of their magic resistance, which halves the effect of all spells but it’s not true that Dragon’s Breath is “entirely ineffective” against them. Actually, this is my favourite spell against the ghost armies.
