Duchy of Shirvan not included in the flame of Persia modifier

Description​

Iranian Intermezzo struggle takes place in "Ancient Persia region which is defined as de jure Persian Empire plus de jure Kingdom of Transoxania. The flame of Persia modifier received from Iranian Resurgence ending decision applies to that region except for duchy of Shirvan (Yazidid) in Daylam kingdom.

Steps to reproduce​

End Iranian Intermezzo struggle by taking Iranian Resurgence ending decision.
