Beta 10/17: Province both struggling and prosperous
Thread title says it all. I have province that is both prosperous and struggling. It has both graphics on it, and income tool tip shows it has both effects.
If it makes any difference, the province is question is a crusade target for the current crusade (crusade against Toledo).
This did not go away upon a reload.
