Duplicate treaty articles can be added to agreements

Description​

When the game slows down (during autosave, etc.), clicking buttons multiple times allows the same articles to be added to a treaty multiple times.

Steps to reproduce​

Difficult to reproduce manually, but can be reproduced using mouse macros. However, this is a clearly identifiable issue that occurs during autosave timing.

Thank you for the report.
The issue seems to be quite elusive and not easy to reproduce unless you already know it's there, but I've added it to our bug database nonetheless.
