Duplication of Buildings

Description​

So I was testing building in debug mode and found an glitch where you can duplicate a building once, this has occured in one of my ironman games and hadn't realized that it was a real building duplication. I have managed to recreate this in an ironman, achievement compatible game for the report, look at the county of waldeck. only works to get a building twice as once you start the new building construction it no longer appears like intended for the other building slots.

Steps to reproduce​

1. start building a building in a holding
2. right before the new building is constructed, open a new building slot, whether used or not and prepare to construct that same building
3. right when the building is done constructing spam click to start a new construction of the same building and get the building to start constructing.

Just did some more testing and found that it only affects building slots that already have something built in them
