I am playing the Improved Grand Campaign as Brandenburg. First off, thanks a lot to Hartmann and the other folks involved in making the IGC - the added realism is fantastic! Now on to my question:

I managed to play the first 60 years of the game without getting involved in a single war despite being in constant alliances. I have diplomatically annexed Hessen, Saxony and Hannover and am well on my way to my goal of uniting all of the German states. Here is the problem...the Dutch states rebelled right on time and very quickly every Dutch province was owned by the rebels. However, they are not declaring independence from Spain. There is constant fighting and huge groups of rebels running all over the place. This has been going on for at least 30-40 years now. So, is this normal? I have played several Grand Campaigns and have never seen the rebellions last for more than a few years. Is there possibly a problem with the IGC?
 
It can happen in the basic Grand Campaign as well. My current game as England has had the Dutch revolts going on for many decades. Spain was lucky enough to have a huge army in the region which they built up after I had invaded earlier and took Flanders and Friesen. So far they've managed to hold on, even during the brief times when the rebels have controlled the three remaining Dutch provinces.
 
There is a small chance in any GC that the Dutch Revolt will eventually peter out without the Netherlands declaring independence. It is also possible for the revolts to continue for a substantial amount of time, before the Netherlands is formed.
