You must select prospector as target for it to work. Why we even need to select it? This ability is always centered on unit.

The same is true for many tactical ops. And it's always bothering me that i have to click on "select" when i want to use one as well. Why can't i double click it ? XD

I haven't even touched the Dvar yet, so I can't comment on this specific ability, but for some other self-centered abilities this is for two reasons: 1) so that you can see its range and the units it affects, and 2) simply clicking on an ability icon (possibly by accident) doesn't immediately commit you to it.
 
Yes, it works.

You are able to blind toons with exhaust/dust and lob a grenade in the same turn. Proper activation can be a bit tricky though. I usually refrain from doing it because the maneuver costs a lot in movement points as you usually drive towards and then away from the target. Another problem is cc Overwatch.

No, I usually use them in a pair on enemy flanks to lob bombs behind the back or flank of opposing low health units. Their high speed is ideal for this. From the factions I have played so far (VAN, DVA, ASS), the Prospector is the best pure combat scout as it lacks any kind of support skills.
Pretty egotistical for such a unit, if I think about.

It worked.
However I expected more feedback from clicking the ability button, other targeted abilities highlight the valid targets

1) Exactly, in fact I was expecting such a feedback. 2) "Entrench" doesn't wait for confirmation, it is quite definitive when you click it, this is an inconsistency.
 
Entrench always work predictably, Eat Dust doesn't because of the blind percentage chances. Confirmation gives you a preview to help you decide on whether it's worth using at that time. Without the confirmation/preview there'd be no way to see the chances of blind working.
 
My problem with it is you can't see chance of success from a distance, you actually have to make the move for the unit centered action to highlight the unit you want to dust and give you percentage (or even immunity if you aren't closely inspecting everything). I take issue with a couple other abilities like that too, Amazon blind arrows for one.
