Correct. Not all holdings will be constructed at game start, so you'll have to build them later on in the game.

Ah yes. I seem to have forgotten to mentioned that in the DD. We are also extending the map to include more of Mongolia as well!

It's in the DD's thread.

A dev did say the map extends into Mongolia, which could mean all of or a part of it.
Half of Mongolia is already in CK2. Expanding east to encompass Tibet would also mean expanding into more of Mongolia, if the projection didn't change.

Are they using CK2's projection or Imperator's projection?
They confirmed already that the camera won't zoom out to imitate the globe, so for sure it won't be Imperator's. Who knows whether it's the same as CK2.

I would love to see East Asia in CK3.
However, I'd prefer some work to be done on the existing map.
Apparently, we're going to have the same gameplay for tribals in Central Africa, Scandinavia and Mongolia. Yeah, I'd like to see some work done in that department.
Also, there won't be merchant republics (or any republics at all) at launch day. That's another thing I'd like to see worked on.
Finally, I'm pretty sure there won't be much difference in playing in Europe, Middle East or India at start.

Long story short, sure, I'd like East Asia represented in the game, but at the same time, existing map should have preference for polish and improvement.
