Is it possible to edit save files, like in HoI3, to change the ownership of a province?

Yes.

How do I go about doing that? I don't see any part of the province info that indicates who controls it.

How do I go about doing that? I don't see any part of the province info that indicates who controls it.

First, open the file "province.csv" in the db folder. In this file, you will find all province numbers.

Then, open the save game file and add this number in the country section that you want to give ownership of this province. Then, you will also have to remove the same province number from the country that should lose it.
