EEP + colonizing and trading problems

Hi, everyone!
I´m playing EU2 1.07 + EEP 1.4.1.
Something strange is happening to me. When i´m playing the EEP GC and I try sending merchants to COT's and colonists to make trading posts or colonies, i always get a message saying the merchants failed to expand or the colonists failed to establish. Only sometimes after several failed attempts, i manage to be successfull. I would like to know what´s the problem. Thank you.

Well, it's not guaranteed success...sometimes you are successful, sometimes you aren't

I know that! Of course i can't always be successful, but it happens in a excessive way. Besides that, when i play with EEP 1.32 and the "normal" GC, i won't say i always have success, but it's more well-balanced!

It`s not the EEP changes, 1.07 beta patches changed many things
