I know I may be a bit late to pitch in here but why not.
In the case of Scotland's culture. You could argue that there was a distinct Scots culture. Which would appear in the Lothains and Strathclyde provinces. This was deliberately suppressed by the people of Scotland after the act of Union. Thus the act of Union event should change the culture of these provinces to Anglo-Saxon.
For the clearances I believe that it was stationing of standing military garrisons in the highlands was a key reason. With Hanovarian troops on hand to keep order there was no need to have (rather unprofitable) men on the land. (The garrisons if you are interested are now the towns of Fort George, Fort Augustus and Fort William). Perhaps the act of union event should have triggers for the '15 and '45 risings. If the '45 is crushed you have the option of leaving the place alone (permanent revolt risk) or spending money for the garrisons causing the clearances.
On an interesting note on of the (many) problems which delayed the peace of Westphalia was Pomerania. During the 30 years war the last duke died (I can't remember the year off hand) and the deal was that the Duchy would go to Brandenburg. Sweden conquered it and claimed the lot. If Pomerania is not conquered by anyone could there be series of events for this. Starts with Brandenburg being offered the place if they accept a stab hit and drop in relations with Sweden and get the provinces or refuse Pomerania finds someone else to rule and keeps going but get better relations with Sweden and stability bonus. Should Brandenburg take the title then Sweden should get a chance to fight over it something like (The Baltic is ours) and get a 10 year CB against Brandenburg with some penality on stabilty and relations with neighbours (e.g. Denmark for one). If they let it go then big bonuses in relations with other Baltic states. A third choice offers partition (the historical result)
