Starting a game with Portugal, I first want to set my national value to "liberty" because it is so good for tech research.
The only way I can see to do that is to fire a revolution with liberal POP's occupying Lisbon. I can do it (setting 100% taxes for poor and then changing government several times), but the trouble is getting things in order after the Revolution has fired.
Reactionnary / Conservative people have high militancy that tends to grow even more. I have troubles if I set a Reactionnary party into power, because my Democracy then turns into presidential dictatorship.

I see that POP's ideology varies with the level of taxes : can somebody explain how it works ?
Moreover, it seems that Liberal POPs tend to be more happy (Mil decrease) with a Reactionnary party in government than with a Consvervative party. Is it normal ?
