From the way everything is seeming (most download sites, some retailers) it seems like it should ship (no pun intended, I think) and be user-friendly by July 31st. I think they were hoping for the 28th, which was the initial date for a while now, but July 31st seems likely.
I did see it on Gamespot for August 3rd, but that was the only one I saw for after the 31st.

Release date in North America is the 28th of July. Release date in Europe is 31st July. This is not something really to do with Nitro or Paradox, it's just how games are brought onto the market in those areas - North America puts new games out on a Tuesday, Europe puts them out on a Friday. It's just how it is done, apparently.
AFAIK you will be able to download EIC from GamersGate on the 28th July (worldwide release), however.
