EiC download stops at 1,788MB/1,791.1MB and "Suspended"
It starts with respectable 5MB/s on my e6700 wolfdale dualcore/Geforce 9600GT desktop with Windows 7 32bit, then suspended from time to time till to reach 99% mark, then stops permanently.
Sure, I tried every things:
1. pause download and restart
2. uninstall steam and re-install
3. installing VC++ redistributed x86 (twice!)
4. tried fresh new downloading twice - it stops permanently at 1,788.1MB on 2nd attempt, 1,787.9MB on 3rd attempt respectively.
5. re-installed video card driver! as written on Steam Support page - how stupid I am.
My firewall and vaccine are all authentic MS essential, so there should not be a problem related with it. Also, I just recently installed Windows 7.
I installed steam into D drive - is this causing download suspension? I doubt it, but I simply cannot figure out the reason.
Please help me!

I got answer from Steam, which solved my case instantly!
Let me forward their solution here. (I guess Steam support doesn't mind posting here?)

Thank you for contacting Steam Support.
Please check your non-Unicode language settings.
Nagivate to your control panel:
In Windows XP, click the Start button, selecting Settings, then Control Panel.
In Windows Vista and 7, click on the Start button, and select the Control Panel.
Launch "Regional and Language Options" from your Control Panel.
If you are on Windows XP, click on the Advanced tab. If you are on Windows Vista or Windows 7, click on the Administrative tab.
Under "Language for non-Unicode programs", please select your region of "English (US)".
Load Steam.
From the "My Games" tab, right-click on the game and select "Properties" from the menu.
Select the "Local files" tab and click the "Verify integrity of game cache..." button.
Steam will verify the game cache files (GCF's) - this process may take several minutes.
Once the process is completed, the Check Window will automatically exit.
---------------------------------------------------------------------------------------------------------
I set "Language for non-Unicode programs" to other languages,
since I thought Windows 7, which is English version, can handle in its own without such option.
As soon as I change option to "English(US)" then I could finish download EIC and play!
