I made a huge holding cell I have beds I have benches I have toilets and usage and lighting, yet it says there is a elcosure problem even thought it's all closed and I have large jail doors.

Ok, so you see, to get from the holding cell to anywhere else except the shower room, they need to go out of the room, but it is not enclosed. Are you new to the game? (I made the same mistake at start) i suggest u make an outside wall of 'fence' in the materials tab, and make it fully enclosed, then the problem will go away. Do post more pics if u feel stuck
