Could not complete Al Capone mission
- regardless of me paying the guards or defeating the guards it will not let me into the building to save Frankie

Please explain how to reproduce the issue
Just go rescue Frankie from the people he stole from and you will encounter the bug

Dear friend. As it turns out Frankie yale IS PAYING THE BASTARDS TO KEEP YOU OUT. He’s ducking you. I suggest you declare war on the faction that owns the bar and take over the depot once you do so the bar will be yours and you’re free to come n go as you please. The mission needs a little more elbow grease to fully complete and hopefu The developers will fix it in the future.

I figured so so I've already took over that neighborhood and what happened is that the mission transported to a different neighborhood so it didn't matter if I took over every neighborhood it still wouldn't allow me to complete the mission
