Short summary of your issue Xbox App Error Code 0x00000001 prevents download on Windows 11 Game Version Standard What platform are you using? Microsoft Store What OS are you playing on? Windows Do you have mods enabled? No Have you tried verifying your game files (Steam only)? No Please explain the issue you experienced in the most condensed way possible I'm attempting to download Empire or Sin through the Xbox app through Game Pass and it appears as if this is the only game that's displaying this error code when downloading. (code : 0x00000001) Other games have no problem downloading and playing, but EoS doesn't download at all. I've contacted Microsoft support and when we found out it was only EoS experiencing the error code, they recommended reaching out to you directly. Please explain how to reproduce the issue Open the Xbox app on a Windows 11 computer, sign into Microsoft account, search for EoS and click the download button. Download progress sits at 0% for a few seconds, then an error message is displayed showing this code "0x00000001" How much "pain" is this causing you? 7 Is there anything else you think could help us identify/replicate the issue? I've repaired and reset and reinstalled Gaming Services app, as well as the Xbox app itself, and restarted the computer a handful of times. Other games seem to work fine, however I haven't tried to download another Paradox title to see if the problem is global or EoS specific. Upload Attachment File(s) attached

That's actually a Game Pass issue and not an Empire of Sin problem (I've experienced the same myself but with other games). MS has a helpdesk article about it:

Worth noting is that my Game Pass app broke completely two days ago, I couldn't even download things via the MS store as the buttons were gray, and this was apparently caused by not having installed the latest Windows 10 21H2 update. Could be worth checking out.
