Empires of Ambition is a 1419 scenario that I have made from a regular GC over the past month or so. From tests in both SP and a little in MP, it seems to be reasonably balanced, and it changes some of the things that the GC hasn't been changed on, but needs to be changed due to public betas. (Population increases so certain areas don't change culture.)
Here's the changes to a normal GC, however I have done many things, so I hope I don't miss anything.
In Britannia
-Irish city populations have been increased to over 5000 people each so that they will stay gaelic.
-Scottish province manpower has been given a slight boost, now closer to the English ones.
-Scottish starting army has now been increased, and now poses a slightly larger threat to England unchecked.
-Lothian, Strathclyde and Northumberland have all been given small forts.
-England’s HYW leaders have been scaled down
In Gallia
-England’s army composition (of infantry and cavalry) in northern France has been changed.
-France’s HYW leaders have been scaled down, they have too much of an impact with new patches.
-France has got a leader “Isa” (333) in Paris commanding a pure cavalry army. *Note* I got this idea from a discussion on the forums. I can’t remember if the name is right, but this leader is used only to give France a little bit of a chance while Henry is still around. This leader dies the same years as Henry.
-Boubonnais, Orleans and Auvergne have all been incorporated into France, so that they don’t become piecemeal for Burgundy/England and France has a chance to coordinate movement more.
-Provence is now only 1 province, with Brittany taking control of Maine.
-Small forts have been granted in these provinces: Savoie, Languedoc, Paris, Flandern, Zeeland, Holland.
-Ile de France’s CoT has been removed, replaced with one in Languedoc.
-Burgundy’s army has been upsized
-Burgundy now has a fleet
-France has an upsized fleet, about its support limit
-In total manpower base in Gaul (in particular France’s threshing grounds) has been cut by about 6-8.
In Hispania
-Portugal has been given a Fine arts academy and a naval mnf.
-Aragon has been given a naval mnf in the Beleares.
-Aragon no longer controls Sicily
In Italia
-All forts in Italy have been give small forts (Istria is an exception iirc)
-Genoa gets greek culture (If they are played, they should fight for the silk road access)
-Genoa loses the CoT in Liguria
-Savoy, Genoa, the Pope, Naples and Venice all have 2-4 extra cores.
-Naval mnf now in Corsica
-Fine arts academy in Venice
-Naval mnf in Corfu
-Naples gains the island of Sicily
-Genoa and Venice’s tech has been edited down so they don’t have quite so much of a head start. They have naval mnfs however to compensate somewhat.
-Venice is now a large fort
-Greek islands are small forts
In Germania
-All German and Czech provinces have small forts.
-The Palatinate has incorporated Mainz
-Strassbourg has incorporated Lorraine
-Saxony, BB, Pfalz, Bavaria, and Strassbourg have extra cores, similar to Italy.
-Austria now owns Odenburg
In the Baltic
-All Baltic provinces have small forts, as well as Estland, Livland and Polotsk
-Mecklemburg’s CoT has moved to Copenhagen
-Mecklemburg and Bremen have had a base tax increase
-Denmark has had Copenhagen’s province base tax decreased slightly
-Copenhagen is now home to Scandinavia’s first fine arts academy
-Gotland now has a naval mnf
-Manpower in Sjaelland has increased
-Manpower in most northern and Finish provinces has increased so that they are 2 and 3 instead of 1 and 2.
-Finnmark’s base tax value has increased to 2 so a small fort may be built there.
In the Rus
-Novgorod, Ingermanland, and Moskva are now small forts.
-Novgorod has incorporated Pskov
-Muscowy has incorporated Ryazan
-Suzdal is no longer a vassal of the Golden Horde
-Muscowy and Sweden have been given 5 BB to help Novgorod at the start somewhat. (I have found that this will quell AI aggressiveness against a helpless Novgorod more)
-Novgorod and Muscow’s dp sliders have been tweaked slightly to make it a little more balanced
-Novgorod now has 30k starting army, Muscowy 25k iirc.
In the Balkans
-Thrace now has a medium fort
-Byzantium has been made more powerful, a viable option for alternative players.
-Bulgaria and Macedonia has been changed ownership to Byzantium
-The Duchy of Athens has been incorporated into Byzantium
-Ionia is now under Byzantium’s control
-Thrace is now a CoT (I see no reason why the Ottomans could get one while the Byzantines can’t as they were that way inclined)
-Bulgaria now has a weapons mnf
In Asia Minor
-The Turks stronghold has been strengthened with Candar under their belt
-Karaman now has Teke and Dulkadir
-Karaman now has Kurdish and Arabic culture
-Trabzon is now Byzantine
-Angora now has a weapons mnf
-Sivas has been changed to Kurdish culture
In Crimea and Near East
-Genoa gets a CoT in Kerch
-Genoa gets small forts in Kaffa and Kerch
-Astrakhan’s CoT has disappeared
-The Timurid Empire now only has 10 (or was that 15…) BB. It still has that inflation to contend with though.
-Judea now has a fine arts academy (representing the many religious structures of the area and it’s importance to its owner)
Rest of the World
-China now has lower mp about 10 base less
-China now has overall poorer provinces
-All of Java island is under the control of Mataram with 20 – 30k cities
-India is now filled with cities, only colonisation in Sri Lanka.
-Goa is a city of Vijayanar, and the Kutch’s CoT has been moved to it.
-Goa is now a medium fort, have fun.
-Every nation that had Exotic tech group is now Chinese
-Every nation that had Chinese tech group is now Muslim
(This is to make conquerors think a little more before bulldozing any “primitive” or eastern nation)
-Kongo has a land bridge to Benin
-Transkei has a land bridge to North Africa
(These however in most games will be killed by natives, so this is merely if you want to conquer as any one of these nations.)

It is only a zipped .eug file, so once you download it, just unzip it into your scenarios folder of EU2 and then you're good to go.
