End of the Tartar Yoke event fires for wrong country?

Description​

As Teutonic Order, I conquered Sarai from Kazan, and the event 'The End of the Tartar Yoke' popped up, celebrating the lifting of the tartar yoke from the Teutonic people. The event should either only fire for Muscovy, or the localization should take into account that the event can fire for a non-Muscovy country (AKA, don't rely on ROOT)

Steps to reproduce​

While the Tartar Yoke is still in place, conquer Sarai as a non-horde, non-Muscovy country.
