Endless Peasant Rabble When Restoring Rome Despite Not Picking Hard Mode

Description​

As the Eastern Roman Emperor I restored Rome. I decided to stay Orthodox and not play the hard mode. I have to fight a peasant rabble faction every year and they are super spread out so it is really annoying to fight. I have fought about five now and am getting the feeling that these peasant factions are not coming about organically. In the recent patch notes it mentions that this issue was solved but it appears to still be happening as I restored the Roman Empire on the most recent patch.

Steps to reproduce​

Take the "Restore the Roman Empire" decision as an Orthodox Eastern Roman Emperor. Take the decision to stay Orthodox and proceed normally. Wait a few months and the endless peasant rabble factions begin.

I am uploading two files. One just before I form Rome, "Forming Rome", and one 7 years after forming Rome.
