As Germany I captured Leningrad by a naval invasion with 10 Marines. I supported them with a large surface fleet. They captured the city and advanced to the surrounding area to hold and wait for reinforcements. However my 3 armies will not move to the captured port. I tried moving one of them to Gotland instead and that worked so apparently I am doing it correctly and have what I need to move them.

Then I noticed there was still an enemy fleet in Leningrad. I tried entering the city again with a Marine and even moved my own fleet into the port. But I could not attack them or capture them or make them disappear or move. They just sit there and do nothing. When I try to move my reinforcing army to the port I see a message that hostile fleets are present and get the error noise.

My Marines are now in trouble since I have been taking a lot of time trying to figure out how to get it to work. If they have to wait for another naval invasion instead of a port move they may get overrun.

I am not using any mods. I have the DLC that came with the colonel package.

Playing on Win 7 64bit.


Game version is 1.0.0.19987.(8899)

Now it is possible that I can't move my army into port for some other reason. But can this enemy fleet really just keep sitting there in an occupied port completely safe from my own fleet and land units?

Also, I can actually use Leningrad as a starting point for a naval invasion somewhere else. I was able to successfully make a plan that did that just to test and see if the port is really mine. But I could not execute a normal friendly to friendly port move. Maybe I just ran out of ships to move them.


Update: I found that troops would not move because I was missing convoys. Even though I freed some up it would reallocate them before I could give the move order. I used pause to free some up and immediately give the order and it worked.

The ghost Soviet fleet is still there. Maybe they made them into museum ships.
