So I recently appointed a Greek Patriarch Supreme in year 780ish as well as restoring the Pentarchy, and I decided to start enforcing the ecumenical councils. I first enforced Chalcedon and made Monophysite Christian branches heresies to Chalcedony. After that, I went to enforce Ephesus, but the option wasn't there. I controlled the counties and bishoprics need, but the option wasn't even showing up in the intrigue menu.

To make sure the option didn't disapear from everyone, I switched to another character, and the option showed for him. When I switched back, though, it disappeared.

I don't know if this is intentional or what, but I'd just like to get some answers and, if possible, a way to quickly fix it.

I don't think you can do it with a single ruler.

Hm, alright. I noticed also that, when your enforce Ephesus, Nestorian doesn't become a heresy of Chalcedony. It stays its own branch, but with much less members. Don't know if this is a bug or intentional, as well
