I've noticed that even when I decide to stay neutral in a civil war, my liege is able to raise part of my levies before I do so. Is this WAD, or just an engine limitation?
 
This is how it works in vanilla CK2. I would just call if basic game mechanic so I doubt the modders intend to change it (if it can be done, and I am also doubt it ; a vassal is always obliged to give levies to its liege when called)

However, I do not see how this defeat the purpose of "mega war system", and I am not even sure I understand what you mean with this.

Well, the mega war system gives you the opportunity to stay neutral when your liege is at war. That basically means you're abandoning your liege by not answering his call to arms. The fact that he is able to call your levies nontheless defeats that purpose.

Edit: Never mind guys, wrong forum. I was talking about the GoT mod... duh. Sorry for that.

Well if you want to look at it from a role playing point of view, just consider the partial raising of your levies the crown loyalists who were going to defy you anyway. Look at how the Vale was split during Roberts Rebellion. Bugs don't seen as bad if you can squeeze a RP reason in as to why it is happening. I've noticed a couple of AARs do that.
