I am unfortunately having issues replicating your bug, as when I take the decision to "Embrace English Culture" I become English as intended.

This behavior sounds like something that could be caused by mods, could you try disabling them all and then retrying again?

this sounds like a common issue that occurs when new predefined cultures are introduced into a save that is already in progress

a fairly easy way of testing this is to launch in debug mode and try out a few cultures with the set_culture command. if it appears that some culture tags arent applying the correct culture, this is the issue youre having
