I got contacted by the cache and had this event for the first time. I allowed it to help us and then sent a construction ship to repair it. After the project finished I got an uplifted perk for my species. But the perk tooltip says it grants bonuses for leaders. But none of my leaders (all same species) got any extra perks.
Is the tooltip not right for this event perk or is it a bug?
I tried recruiting new leaders several times after the uplift but they had no extra perks.
