While i was making AI for England-China war and tried to make England demand provinces i discovered an interesting bug. As we all know, provinces in china are very valulable(because of pop's). Even the poorest provinces cost more than 30% of warscore. While human player can blackmail provinces over 600% of warscore value(after succesful war), ai is forced to base his demands strictly on warscore that usually dosn't exceed 70%, which means that AI England get's only 1-2 provinces(or military acces), while human player can deman for over 10 provinces and get humiliation + military access.(Tried it for many games, let AI england conqure china, took control over england and demanded for some 10 provinces - and got them every time. while ai got only 1 province or military access.)
This is a serious advantage for human player and needs to be fixed! (luckily situation is not as bad in Europe, because provinces are of lower value)

I think the problem is more that the player can demand and get such a high warscore rather than the AI can't. Also think that AI should limit its offers to say 150 or 200%.
