This is a long-time bug, well known among modders. But, since I don't see it in the "Bug Logged" forum, it could stand to be posted again.

The AI will quickly remove all but one POP from an RGO in any industrial state. This cripples both that particular nation's ability to internally supply its own factories and wrecks the world raw materials market for all but very high-ranking countries.

The solution is to use a similar kind of logic to that which governs the factory choices of Capitalists to notice needs and profit potential and keep more POPs at work in particularly useful RGOs.
