I'm currently well into a Norway game with the intention of getting Norwegian Wood, but only found out long after forming Scandinavia that the achievement doesn't allow forming Scandinavia, despite the code suggesting it would. It'd be great if this could be fixed in the new DLC patch.

If you want to report a bug, you should post in the bug reports forum.
Then you are misreading the code. The code allows starting as Scandinavia, which is of course a nonsensical option, because Scandinavia doesn't exist in 1444. The actual requirement is that all Naval supplies provinces are owned by Norway or its non-tributary subjects. So it is possible to get it after forming Scandinavia, but it is difficult, because you would have to either get Norway back on the map(and then give them the provinces or become their subject) or somehow change the trade goods of all naval supply provinces.
