i.e. What is the publisher of the version you are using, are you sure you downloaded the correct patch?

You said you did not change that file, did you change any others?

Something else to try is to download the patch from an alternate site. The NA 1.01 patch is available from both paradox and Strategy first web sites, the links are both in the Patch thread at the top of this form. It should not matter but...
