Error on startup after install

I just bought this software and loaded it. I downloaded the new version 1.3. When I tried to start the game I get a Windows ERROR Box which says
"Failed to create graphis device, Exiting. And the only way I can get rid of it is to right click my mouse and hit enter. Cursor disappears behind box.

That usually means your video card is not capable of running the game. What do you have? If you don't know, Please run DXDIAG, Save All Info, and post dxdiag.txt here (first delete everything after the Sound Devices section so it will fit).
