Escaping Prisoner Bug (Operate Workshop Saw Error)

I have noticed a bug which causes prisoners to randomly spawn in the top right corner of the map and to escape. I tried to right click and cancel that error, but it keeps coming back. I even tried to remove prison labor from the workshop rooms and even remove the class for workshop rooms. But that square is still there and keeps spawning random prisoners to "operate workshop saw" even though there is now saw at the corner of the screen".
