I'm not sure if this has all ready been reported. (If it has, please delete this thread.) I'm not sure this could even be called a bug, but I'm noting it anyway:
Playing in 1.05, I play as Brazil. I give my espionage a small budget and declare Brazil (myself for counter-espionage) and Uruguay as a priority to send spies to (because I'm about to invade them). Espionage screen says "1 of 2 priorities." I then declare war on and annex Uruguay.
Uruguay no longer has a tab in the espionage menu because I annexed them, but it still says I have two countries prioritized for spies, despite the fact Uruguay is gone. I tried liberating Uruguay, and they returned to the menu. It reappeared still with the priority I assigned them. I decreased it to zero and then it only listed one priority. So, unless you stop sending spies to a country before you annex it, it will still be listed as a 'priority' afterward unless you later release it as a puppet and then decrease your priority.
I'm not sure if this has any impact on gameplay at all, but it can be misleading if you're playing as a conquer-happy country and forget to stop sending spies to every single country you annex.
