"Establish Norman culture" decision unavailable after 1.9.1 update.

Description​

Conquered Neustria in a Varangian adventure with Haestein, but "create Norman culture" isn't available. It isn't even grayed-out. It's just not there. I've started my game this way many times, never seen this bug before. Pain 11/10, blah.

Can confirm the same thing is happening to me.

Upon update to 1.9.1 all my saved files where I was playing Haesteinn and already had Neustria conquered and prior to the update the "Embrace Norman Culture" option was always available, not the option no longer shows up at all!

Looks like the bugfix broke the game. I'm going to roll back until it's fixed.

Update: This bug appears to break only saved games. I started a game from scratch and the decision was available after I conquered Neustria.

Looks like with the save file provided, the game has an index issue with cultures,

It thinks norse is actually sweden culture (did they add a culture?) So I think your save is cursed
