One is for cleaning old Nvidia drivers that could still be on your system and the other is to remove DirectX. If you have DirectX 8.1, try that tool and replace it with 8.0a.
Uninstalled DX8.1 and tried, didn't work.
Installed DX8.0a no, not yet.
Installed a new DX8.1 but nothing...
The link to the nVidia uninstaller is not working(the page is not there anymore) so I went to nVidia's site and downloaded the lastest driver's, also did a check-up in Windows Update and manually turned off all apps but "explorer" and "systray" but unfortunatly it doesn't start.

I had a similar problem. It turned out that some of the updated Common control DLL's weren't transferred to my windows\system folder after installation.
I booted (using F8) to 'command prompt only', and copied the files manually.
After rebooting, the EU settings program ran normally.

PS. You can always open up the configuration file with notepad, and edit the options manually. Then you can select options unavailable through the EU Settings program, such as a resolution of 1280x960
