What Publisher version are you using? You can find out by looking at the logos on the CD.
What patch level are you using?
 
Which is why we need the publisher and patch info before offereing further advice. ;)
 
Try the latest beta patch and see if that helps.
 
Since you also posted that you have finished a Campaign, I see that this does not happen all the time, so is there anything that triggers it? Does it happen often?
